The NDRC pointed out that the next stage will continue to earnestly implement the decision-making and deployment of the Party Central Committee and The State Council, adhere to the general tone of seeking progress while maintaining stability, deal with the relationship between the government and the market, short - and long-term, subtraction and addition, supply and demand, and seize the disposal of "zombie enterprises". We will make coordinated efforts in key areas such as production capacity withdrawal, employee resettlement, asset disposal, creditor's rights and debts, mergers and acquisitions, restructuring and upgrading, optimizing layout, balancing supply and demand, and stabilizing prices, and welcome the successful opening of the 19th CPC National Congress with outstanding results.
First, we will strictly implement the progress and quality requirements. We will make more use of market-oriented and law-based means to effectively deal with "zombie enterprises", resolutely eliminate backward production capacity, resolutely clean up and rectify illegal production capacity, strictly control new production capacity, and prevent the resurgence of overcapacity that has been eliminated. Guide and urge relevant areas to complete the annual crude steel reduction task on schedule, and completely ban "strip steel".
Second, we will vigorously promote enterprise mergers and reorganizations. We will improve the policy environment and encourage qualified enterprises to carry out cross-regional and cross-ownership mergers and reorganizations. Promote the merger and reorganization of steel enterprises in key areas, and strive to make new breakthroughs.
Third, strict oversight, inspection and accountability. In response to the problems reflected in the fourth major inspection of The State Council, further investigation work was carried out, and relevant parties were urged to coordinate the rectification of problems and the implementation of recommendations. Organize and carry out special spot checks to ban "strip steel", and investigate the responsibilities of local governments and their departments and relevant enterprises in accordance with laws and regulations where the ban is not in place. Guide all localities to make public announcements on capacity reduction information and strengthen public supervision.
Fourth, we will ensure an overall balance between supply and demand. In accordance with the requirements of the "Notice on Further Implementing the Policy of retaining Pressure to Promote the smooth operation of the Steel Market" of the five departments of our Committee, we will improve the effective supply level of steel and avoid large fluctuations in the market.
Fifth, strengthen public opinion publicity and guidance. Give full play to the positive guiding role of the media, widely publicize the effectiveness and experience of the work of reducing overcapacity, respond to social concerns in a timely manner, and create a favorable public opinion atmosphere and external environment. In response to the changes in the supply and demand situation of the steel market, experts and the media have been organized to take the initiative to speak out, stabilize market expectations, and promote the price to return to a reasonable range and the coordinated development of upstream and downstream.
Sixth, do a good job of assessment and application of results. Strengthen the monitoring and analysis of the implementation and implementation effects of steel capacity reduction policies and measures, seriously organize third-party institutions to carry out mid-term evaluations, summarize experience in a timely manner, take the initiative to find shortcomings, adjust and improve relevant policies and measures according to the evaluation results, and further do a good job of capacity reduction.
